The U.S. Agency for International Development (USAID)〔(| www.usaid.gov )〕 Office of Inspector General (OIG)〔(| transition.usaid.gov/oig )〕 operates under the Inspector General Act of 1978, as amended.〔(| transition.usaid.gov/oig/IG_Act-with_Reform_Act_Booklet_March27.pdf )〕 OIG is responsible for detecting and preventing fraud, waste, abuse, and violations of law and to promote economy, efficiency and effectiveness in the operations of USAID, the Millennium Challenge Corporation,〔(| www.mcc.gov )〕 the United States African Development Foundation,〔(| www.adf.gov )〕 and the Inter-American Foundation.〔(| www.iaf.gov )〕 Upon request, OIG also provides oversight services to the Overseas Private Investment Corporation.〔(| www.opic.gov )〕
The OIG fulfills these responsibilities by conducting audits, investigations, and other reviews. OIG accomplishments are reported in semiannual reports to the Congress〔(| transition.usaid.gov/oig/public/semiann/semiannual_recent.htm )〕 as prescribed by the Inspector General Act. OIG is organized into three operational units: Audit, Investigations, and Management. It has ten overseas offices located in Baghdad, Iraq; Cairo, Egypt; Dakar, Senegal; Islamabad, Pakistan; Kabul, Afghanistan; Manila, Philippines; Port-au-Prince, Haiti; Pretoria, South Africa; San Salvador, El Salvador; and Tel Aviv, Israel.
The U.S. Agency for International Development Inspector General position is currently vacant. Deputy Inspector General Michael G. Carroll, who has been serving in that capacity since 2006, currently heads the organization.
